10 Tips for Taxpayers Hit by the Recession

For many tax filers, this tax season may be unlike any other.

If you’ve lost your job, are searching for a new one or attempting to strike out on your own, your tax return may be affected. The same is true if you are collecting unemployment, lost your home in foreclosure or tapped your retirement accounts early.

These tough financial times, in fact, are raising so many, and so varied, tax-related questions that the Internal Revenue Service has set up a special section on its Web site addressing them: What if I lose my job? What if I can’t pay my taxes? What if my income declines?

The answers to these questions could change your usual strategy, which is why many of you need to take extra care when doing your taxes this year. And if there’s any silver lining to earning less money, it may be that you’re more likely to qualify for the many tax breaks that come with limits on how much you can earn to claim them.

1. In line 1, the words "tax filers" and "unlike" could be respectively replaced by:

No site The Economist tem uma seção superlegal que eu recomendo que vcs leiam de vez em quando. É tipo um glossário de Economia, onde a revista dá sinônimos para os mais variados termos da área. Achei muito interessante e útil como mais uma forma de aumentarmos nosso vocabulário.

Inflation
Rising PRICES, across the board. Inflation means less bang for your buck, as it erodes the purchasing power of a unit of currency. Inflation usually refers to CONSUMER PRICES, but it can also be applied to other prices (wholesale goods, WAGES, ASSETS, and so on). It is usually expressed as an annual percentage rate of change on an INDEX NUMBER. For much of human history inflation has not been an important part of economic life. Before 1930, prices were as likely to fall as rise during any given year, and in the long run these ups and downs usually cancelled each other out. By contrast, by the end of the 20th century, 60-year-old Americans had seen prices rise by over 1,000% during their lifetime. The most spectacular period of inflation in industrialised countries took place during the 1970s, partly as a result of sharp increases in oil prices implemented by the OPEC CARTEL. Although these countries have mostly regained control over inflation since the 1980s, it continued to be a source of serious problems in many DEVELOPING COUNTRIES.

Inflation would not do much damage if it were predictable, as everybody could build into their decision making the prospect of higher prices in future. In practice, it is unpredictable, which means that people are often surprised by price increases. This reduces economic efficiency, not least because people take fewer risks to minimise the chances of suffering too severely from a PRICE SHOCK. The faster the rate of inflation, the harder it is to predict future inflation. Indeed, this uncertainty can cause people to lose confidence in a currency as a store of value. This is why HYPER-INFLATION is so damaging.

Most economists agree that an economy is most likely to function efficiently if inflation is low. Ideally, MACROECONOMIC POLICY should aim for stable prices. Some economists argue that a low level of inflation can be a good thing, however, if it is a result of INNOVATION. New products are launched at high prices, which quickly come down through COMPETITION. Most economists reckon that DEFLATION (falling AVERAGE prices) is best avoided.

To keep inflation low you need to know what causes it. Economists have plenty of theories but no absolutely cast-iron conclusions. Inflation, Milton FRIEDMAN once said, “is always and everywhere a monetary phenomenon”. Monetarists reckon that to stabilise prices the rate of GROWTH of the MONEY SUPPLY needs to be carefully controlled. However, implementing this has proven difficult, as the relationship between measures of the money supply identified by monetarists and the rate of inflation has typically broken down as soon as policymakers have tried to target it. ­KEYNESIAN economists believe that inflation can occur independently of monetary conditions. Other economists focus on the importance of institutional factors, such as whether the INTEREST RATE is set by politicians or (preferably) by an independent CENTRAL BANK, and whether that central bank is set an inflation target.

Is there a relationship between inflation and the level of UNEMPLOYMENT? In the 1950s, the PHILLIPS CURVE seemed to indicate that policymakers could trade off higher inflation for lower unemployment. Later experience suggested that although inflating the economy could lower unemployment in the short run, in the long run you ended up with unemployment at least as high as before and rising inflation as well. Economists then came up with the idea of the NAIRU (non-accelerating inflation rate of unemployment), the rate of unemployment below which inflation would start to accelerate. However, in the late 1990s, in both the United States and the UK, the unemployment rate fell well below what most economists thought was the NAIRU yet inflation did not pick up. This caused some economists to argue that technological and other changes wrought by the NEW ECONOMY meant that inflation was dead. Traditionalists said it was merely resting.

Over tem vários siginificados:

Sobre alguma coisa: Throw a sheet over the bed. (Estender um lençol sobre a cama)

Em cima, no topo: To hit someone over the head. (Bater em cima da cabeça de alguém)

Atravessar: To go over a bridge. (Atravessar a ponte)

Do outro lado (também no sentindo de atravessar) : Lands over the sea. (As terras além-mar)

Ao invés: Chosen over another applicant. (Escolhido ao invés do outro cadidato)

Via: He told me over the phone. (Ele me contou via telefone)

Ao longo de: At various places over the country. (Em vários lugares ao longo do país)

Câmbio desligo: Over ( Quando se fala em walkie talkies. Pode se falar out também)

Repetidas vezes: They played the same record over and over. (Eles tocaram a mesma música várias e várias vezes)

Bem ali: She is over there, look! ( Ela está bem alí, veja!)

Adicional: To pay the full bill and something over. (Pagar a conta toda e um adicional)

Acabar: When the war was over. (Quando a guerra acabou)

Em excesso/Extra/Mais: Overweighted (Acima do peso) Overconfident (Extremamente confiante) Over expensive (Muito caro) Overtired (Extremamente cansado)

Existem algumas palavras em inglês que possuem vários significados dependendo do contexto como o get, over, out etc.

Para não ficar desesperado eu sugiro que fixe bem, no caso do over, a função de advérbio que ele tem (extremamente).

2 - Segundo o artigo, em 1999, o Brasil
a) desvalorizou sua moeda e aumentou as suas taxas de juro.
b) começou a sofrer as consequências da crise na Argentina.
c) reduziu sua taxa de juros por conta da desvalorização.
d) atraiu apenas uma modesta taxa de investimento estrangeiro.
e) sofreu uma queda surpreendente no crescimento de quase 17%

Fallout = Conseqüência. Eu sinceramente não sei se temos um léxico em português que equivalha, mas não é qualquer tipo de conseqüência; ela tem que ser inesperada.

Também siginifica radioativo.

Atenção: Fallout é diferente de Fall out. Fall out é cair fora e é usado como gíria geralmente.

3 - O governo espera que a taxa de inflação do Brasil seja
a) 1,7%
b) 2,4%
c) 5,5%
d) 13%
e) 18.75%

4 - A expressão "crise de energia" refere-se a
a) os problemas políticos internos em 2001.
b) os efeitos no mundo por conta dos ataques de 11 de Setembro.

Power aqui é sinônimo de energia. Como quando a gente diz: Acabou a força e estamos nos referindo que acabou a luz.

Acho que o intuito do examinador era que o candidato se confundisse com outros significados da palavra como: influência, poder, jurisdição, vigor, autoridade etc

5 - O autor comenta que o corte na taxa de juros pode

a) ser muito modesto para estimular o crescimento real na economia brasileira.
b) agradar empresários e obter apoio para o governo.
c) ajudar o Brasil a superar uma previsão de PIB negativo.

Na P1 em inglês caiu um texto enorme e, uma das questões perguntava: qual o sinônimo para to fall -sink ou coisa parecida.
Comecei a dar risada na prova: TO PLUNGE.

Eu não tive tempo de fazer os exercícios da semana passada (fui nomeada e to enrolada ainda...hehe), mas eu fiz agora e estou com dúvidas na 4 e na 5. Tem como vc explicar?

4- The social security deficit
a) ought to have been addressed in the present program
b) may cause fiscal desequilibria within the period 1999/2001
c) will be generating deeper fiscal desequilibria in the future
d) would have been included in the present program, if necessary
e) is seen as a key element in the fiscal imbalance

5- What elements are intended to be decreased?
a) The GDP and the international debt
b) The standard of living and the GDP
c) The budget expenditures and the interest rates
d) The local interest rates and the foreign GDP
e) The social security deficit and the GDP

A pergunta traz a mesma questão dos "modal verbs" que eu comentei no gabarito dessa semana.

"Particular attention is attached to the main cause of fiscal desequilibria, namely the social security deficit at the three levels of government."

Veja que o problema do desequilíbrio fiscal é a seguridade social.

4- The social security deficit
a) ought to have been addressed in the present program - Possibilidade.
b) may cause fiscal desequilibria within the period 1999/2001 - Possibilidade.
c) will be generating deeper fiscal desequilibria in the future - Ação futura.
d) would have been included in the present program, if necessary - Possibilidade.
e) is seen as a key element in the fiscal imbalance. Presente

Nessa alternativa imbalance e desequilibria são sinônimos.

5- What elements are intended to be decreased?

"Measures contemplate the reduction of budget expenditures as well as revenue increases. They should create the basis for a reduction of interest rates in a short period of time."

Veja que a redução de despesas orçamentárias + aumento de receitas = redução da taxa de juros.

Na equação as reduções são: despesas orçamentárias e taxa de juros.
